General Information
The municipality of Istog/Istok, birthplace of the late President Ibrahim Rugova, is located near the border with Montenegro and lies on the main road from Mitrovicë/Mitrovica to Pejë/Pec. Albanians form the vast majority of the population in the municipality, but sizeable communities of Bosniaks, Roma, Ashkali and Egyptian communities, and Serbs also live in the municipality. According to the Municipal Community Office, there is interaction between communities in many spheres of life, but communities face some important difficulties given the high employment rate.

Demographics
The municipality has experienced a sharp decrease in the number of Serb residents since 1999. Nowadays, Serb communities are generally concentrated in the town of Istog/Istok, but they also live in the mixed villages of Dobrushë/Dobrusa, Kashic, Banje/Banja, Corolluk, Lubov, Llukafci Begut/Begov Lukavac, Tomoc/Tomance, Gurrakoc/Durakovac, Srbobran/Serbobran, Kovrage/Kovrage, Llukavc i Thatë/Suvi Lukavac, Veriq/Veric, Dubrava/Dubrave, Cerrcë, Zallq/Zac, Drejë, Oprashkë/Opraska, Kosh/Koš, Saradran, Kashicë, Osojane/Osojan, Crkolez/Cerkolez, Dragolevc/Dragolevac, and Muzevina/Muzhevinë.

Political Representation
The mayor of the municipality of Istog/Istok is Haki Rugova from the LDK The LDK and AAK make up the ruling coalition in Istog/Istok. There is one elected representative of the Bosniak community in the Municipal Assembly. The other communities are represented in the municipality through the Communities Committee and employees in the public administration.

Safety and Freedom of Movement
The Kosovo Police is responsible for the security in the municipality. The community members are generally satisfied with their services. In the last year, no ethnicity-motivated incidents have been reported and the community members can travel freely in the municipality.
Education
The municipality offers education at pre-school, primary and secondary levels. There are three schools teaching in the Serbian language, which are operating under the Serbian Ministry of Education, and two schools especially for the Bosniak community members.
The main problem concerning education is the lack of qualified staff and the lack of textbooks.

Economics
The Municipality mainly relies on agriculture, with 80% of its residents working in this sector. In addition, 1,082 small businesses are operating in the Municipality, such as shops, coffee bars and restaurants.

Access to Health Care and other Public Services (police/administration/public companies/etc.)
Health Care Istog/Istok municipality has its main family medicine center in Istog/Istok town, and four other family medicine centers in Vrellë/Vrelo, Banjë/Banja, Gjurakovc/?urakovac, and Rakosh/Rakoš. They employ 123 people: 28 doctors and support staff. All are Kosovo Albanians, except one Egyptian and one Bosniak. The health services are accessible for minority communities although parallel health structures are present in Osojan/Osojane and Cërkolez/Crkolez.
Other Public Institutions Community members receive documents in their own language. They don’t experience access or communication problems in dealing with the public institutions.
