General Information

The municipality of Suharekë/Suva Reka is located in the southeast of Kosovo, just north of Prizren. The vast majority of the population is Albanian, with a small number of Roma, Ashkali and Egyptian communities. There is regular interaction among the communities through the Communities Committee, the Local Public Safety Committee, local NGOs and informally in education, culture and sports. The most important problems faced by communities are unemployment, healthcare provisions, the lack of an education-oriented mentality among parents of the Roma, Ashkali and Egyptian children, the lack of infrastructure (roads, sewage, electricity, water supply) and the lack of business investment.

Demographics

Before the 1999 conflict, the municipality of Suharekë/Suva Reka had a sizeable Serbian population, which then almost completely moved away from the municipality. Members of communities are now concentrated in the town of Suharekë/Suva Reka, and spread around seven villages in the municipality: Dubravë/Dubrava, Gelanc/Geljance, Leshan/Lešane, Nepërbishtë/Neprebište, Rashtan/Raštane, Studençan/Studencane, and Tërnjë/Trnje.

Political Representation

The Mayor of Suharekë/Suva Reka is Blerim Kuçi from the AAK. He was elected in the second mayoral election round with 52.33% of votes. There is a coalition between AAK and LDD. The communities are represented through the Communities Committee, chaired by a representative from the Roma community.

Safety and Freedom of Movement

The Kosovo Police and KFOR are responsible for security in the municipality. Members of the communities are generally satisfied with the services of the Kosovo Police and feel free to travel around in the municipality. In the last year, no ethnically-motivated incidents were reported.

Education

The municipality offers education through 39 primary schools, two secondary schools and a pre-school facility, all of them teaching in the Albanian language. The Roma, Ashkali and Egyptian communities in particular have to deal with a lack of financial resources and a lack of awareness among the parents about the importance of education.

Returns

The main problems affecting the return process – in particular Serb refugees, are the lack of financial resources to implement projects, the socio-economic situation and a lack of confidence in the security situation.

Health Care
Most community members go to the main centre for family healthcare, where they receive help in their own language. The main problem is the lack of financial possibilities to do further examinations and receive treatment.

Other Public Institutions

Members of the community can receive documents in their own language and experience no problems in accessing the public institutions.

Other Issues

Other issues of concern: the state of the road infrastructure in some ethnically mixed villages, the registration of community members with the Municipality, and the property of displaced persons.
