General Information

Dragash/Dragaš is southernmost municipality of Kosovo and is home to a significant population of Bosniaks/Gorani . There is significant interaction between the Bosniak/Gorani and Albanian communities. According to the Local Community Office the biggest problems faced by the municipality are: First, the large movement of young people and families away from Kosovo to Bosnia, Serbia and Western Europe and a high unemployment rate. Second, the lack of good schools and a poor infrastructure, especially in terms of roads and drainage. Third, an unsecure situation in the border villages, due to the looting ofA property. The last issue that is mentioned, is the unresolved situation of waste disposal in the minority community.

Accurate population statistics are not available for Kosovo. The numbers presented here are approximate estimates by the Municipal Community Office, cross checked with OSCE Municipal and Community Profiles and civil society. For more information on Statistics in Kosovo click here

After the 1999 conflict a large number of community members started moving away from Kosovo to Bosnia and Western Europe, this movement continues today because for economic reasons. A small number of people have returned. Members of the Albanian community mostly live in the Opojë/Opolje region, while Kosovo Gorani and Bosniaks reside in the Gora Region.

Political Representation

The Mayor of the municipality is Mr. Salim Januzi, representing the Albanian affiliated PDK. He was elected in two rounds, having 53 percent of votes. The PDK is in a coalition with the Bosniak affiliated VAKAT.  At the moment of writing, the Chairman of the Communities Committee is Zinaida Elmazi of Bosniak community. Apart from the Communities' Committee, community issues are represented by the Municipal Community Office headed by Mr. Mehmed Hamza a representative of the Bosniak community. According to the OSCE, the municipality employs 98 civil servants, out of which 31.5% are community members.

Safety and Freedom of Movement

Security is guaranteed by the Kosovo Police and the Turkish KFOR. Community members are generally satisfied with the performance of these security institutions, although there are divided opinions. Community members in Dragash/Dragaš do not face any serious issues with their freedom of movement or security. There have been no incidents reported in the past year concerning ethnically motivated threats, hostility or violence.

Education

The Municipality offers three types of educational facilities: pre-school, primary and secondary . Bosnian curriculum is offered at primary and secondary levels. In addition, education is provided in Serbian language by parallel structures. , It estimated that around 70% of Bosniak/Gorani students attend the Kosovo education system, while the remaining 30% make use of parallel structures in which the Bosniak/Gorani teachers are paid by the Serbian Ministry of Education. For tertiary education community students go to Prishtinë/Priština, Pejë/Pec and Prizren. The Gorani community, traditionally making use of parallel structures for education, has been subject to pressure by some Bosniak representatives to switch to the Kosovo system. Access to the parallel school buildings, then shared between Kosovo and the parallel school, was refused to Gorani teachers to force then to sign employment contract with the Kosovo authorities. As a result, some Gorani pupils had to travel far from their place of residence to be able to access education. Despite several mediation attempts by both local and international stakeholders, no acceptable solution has been reached so far. Gorani pupils nowadays use separate buildings and continue to attend parallel schools.

There have not been any incidents concerning returnees. However, the poor state of the socio-economic situation, with little employment opportunities, and the lack of a program for sustainable returns hamper the return process. The Municipality officials have indicated that there is no budget to offer assistance to forced returnees.

Economy

Economy of Dragash has been traditionally dominated by agriculture and farming. Other sources of income include employment in the p ublic administration, schools and health services of Kosovo and parallel structures, private businesses, physical labour etc. However, these are all insufficient. The official estimate of the overall unemployment rate in the municipality is 95%.

Health Care
The Municipality has a In this municipality there is the centre for  family medicine with approx 100 employers, which  has several branches spread around a lot of villages in the area  of Opoja and Gora. For more complicated procedures community members visit the hospital in Prizren or Prishtinë/Priština.
Community members are free to visit the main centre and also other small clinics throughout the municipality. Community members face no problems in accessing or communicating with health institutions.

Other Public Institutions
All official documents are published in the official languages of Kosovo. Communities experience no serious problems in communicating with or accessing public institutions.
Any Other Issues
The majority of villages around the town of Dragash/Dragaš do not receive television signal, and consequently community members feel they are not well informed as a community. Some inhabitants however use cable television.
