General Information
Kamenicë/Kamenica is the easternmost municipality of Kosovo. The majority of the population is Albanian, with a sizeable community of Serbs and a small Roma community. Due to the fact that Kamenicë/Kamenica did not face many inter-ethnic incidents after the 1999 conflict, there is a relatively high level of interaction between communities in the municipality. According to the Municipal Community Office the main issues facing communities in Kamenicë/Kamenica are poor infrastructure, a high unemployment rate, the poor status of the economy and a lack of good schools.

Political Representation
The mayor of Kamenicë/Kamenica is Shaip Surdulli of the LDK. He was elected in two rounds, with 53 percent of votes. His party is in a ruling coalition with the AAK and LDD. Communities are represented only as observers in the municipal assembly and through the Communities Committee.

Safety and Freedom of Movement
Security is provided by the Kosovo Police and KFOR and communities have confidence in both of these institutions. The local government reports that communities have faced incidents in the last year but that overall persons feel they can travel freely throughout the municipality. 

Education
Education is provided and primary and secondary school level, only in Albanian education. In Kamenica municipality there are 33 primary schools and 5 secondary schools. The Serbian community attends the schools under control of Serbia's Ministry's of Education

Returns
The municipality provided no new information on the number of returnees, but stated that the major obstacles to those returning and internally displaced persons are unemployment and a lack of prospects. There have apparently been no incidents of violence or hostility towards returnees in the last year.

Economy
Most of the socially-owned enterprises no longer function and some are being privatized. The brick factory was put up for 10-year lease in 2002 and began production in 2003 with 76 employees (50 percent Kosovo Albanian and 50 percent Kosovo Serb). Hugo's Brewery is another fairly successful business with 16 employees and investment from Sweden.  A small percentage is employed in small private business, but the unemployment in this municipality is higher than the last years.

Access to Health Care and Other Public Services (Police/Administration/Public Companies/etc.

Health Care
The primary family health care centre is located in Kamenicë/Kamenica town and provides first aid and general assistance. In addition, there are family health care centers in the villages around. Community members receive healthcare from mobile clinics in Kamenicë/Kamenica and Ranillug/Ranilug.  Patients can communicate with healthcare professionals in their own language and there are apparently no problems with accessing treatment. For more specialized treatment, the Serb community members go outside Kosovo.

Other Public Institutions
Public institutions offer official documents in both Albanian and Serbian, and the municipality states that there are no obstacles to communities when communicating with public institutions. Although some of the younger officials speak Serbian poorly, which can create language problems. Moreover, some persons experience physical difficulties in accessing the municipally.
