General Information

Gracanica/Graçanicë is a newly created municipality located approximately 10 kilometres from Prishtinë/Priština. It was created in 2008 and its territory encompasses what lands that were formerly part of Lipjan/Lipljan, Fushë Kosovë/Kosovo Polje and Prishtinë/Priština It is predominantly Serb populated although there are also Albanian and Roma communities living within the municipality. According to the local authorities communities interact on a regular basis within the Municipal Assembly and also informally in day-to-day life. Serbian and Albanian are the official languages in use in the municipality and Gra?anica/Graçanicë has implemented the Law on the Use of Languages in Article 4 of its municipal statutes.

The main challenges identified by the municipal government are: inadequate infrastructure (roads, water, sewage, and electricity), the educational and health systems – in particular a lack of adequate facilities, the high unemployment rate and a need to improve environmental protection.

Demographics

The total population of Gra?anica/Graçanicë is estimated at 18,392 persons, with a majority of Serbian community members.

Members of the Roma community predominantly live in the town of Gra?anica/Graçanicë, as well as villages of Caglavica, Laplje Selo, Preoce, Livadje, Gusterica, Lepina, Skulanevo, and Radevo, while the Albanian community is concentrated Gra?anica/Graçanicë town, as well as viallges of Susica, and Kisinica.

As it is a new municipality no information can be provided on demographic shifts since the 1999 war.

Political Representation

The mayor of Gra?anica/Graçanicë is Bojan Stojanovi? of the Samostalna Liberalna Stranka (SLS) party who govern independently having won over 60% of the vote in the November 2009 municipal elections. The other parties with seats on the municipal assembly are Vidovdan 2009, SDSKIM, SKMS and the LDD.

Gra?anica/Graçanicë has appointed a Deputy Mayor for Communities, Igor Aritonovi? of the SLS, and also has a Municipal Assembly Communities Committee chaired by Agim Krasnici of the LDD. In addition to these steps, community issues are also addressed by Sebastijan Serifovic, who acts as human rights and gender equality officer – although the municipality has not established a permanent human rights unit.

It is evident of the continued influence of Belgrade on the Serbs living in Kosovo that out of a total population in Gra?anica/Graçanicë of 18,392 persons, only 3,558 eligible votes were counted in the municipality in the last local elections.

Safety and Freedom of Movement

Security in the municipality is the responsibility of the Kosovo Police and KFOR. Police reports show that in particular the Serb community has faced threats and violence in the last year, although on the whole communities have faith in the KPS. Communities do not, however, feel safe to travel freely within the municipality.

Education

Education in Gracanica/Graçanicë is provided at Kindergarten, pre-school, elementary, secondary and faculty levels under the competencies of the Republic of Serbia. The main problems faced by communities in accessing education are inadequate working conditions, a lack of space and a lack of specialised (for chemistry, physics, information technology etc) and vocational classrooms. Teaching is only available in the Serbian language.

Economics

The municipality states that the most important sources of income in Gra?anica/Graçanicë are governmental grants, income from public services and property tax.

No figures were provided regarding unemployment or those persons in the employ of public institutions.

Access to Healthcare and other Public Services (police/administration/public companies/etc.)

Healthcare

Community members receive healthcare from primary and secondary health centres, family medicine centres and - depending on their region and requirements. The majority use the central hospital in Gra?anica/Graçanicë, the clinic in Laplje Selo or ambulant. Communities can use their own language when communicating with doctors. One problem in the  healthcare is the lack of equipment in the hospital so for  same  more  serous problem they need to go to mitrovica or Serbia  

Other Public Institutions:

Public institutions offer official documents in both Serbian and Albanian, and the municipality states that there are no obstacles to communities when communicating with public institutions.
